General information /location/
The Devin municipality covers an area of 574-sq. km. in the
south-east part of the Rhodopes Mountain. The Municipality mainly
comprises the deep valley of the Vucha River and it is 17,83
% of the territory of Smolyan district.
Borders, Relief, Climate, Soils, Mineral resources
Borders. Devin borders the Smolyan and Chepelare
municipalities on the east; Borino and Batak on the west; Bratsigovo,
Krichim and Rhodopi on the north; the Republic of Greece on
the south.
Relief. The relief is typically mountainous, and
it has the special features of this part of the Rhodopes (steep,
and even precipitous/inaccessible slopes, deep glens, or slant
easily passed ridges). The altitude ranges from 420 m (below
the 'Vucha' dam) to 2091 m (the Golyam Persenk peak). The varied
rock composition has resulted into forming a number of natural
phenomena like deep gorges, caves, rock formations, etc.
Climate. According to the European climate classification,
Devin region belongs to the mountainous cliamte region ²²-7
of the continental climate zone, which is described as lower
temperatures in summer and heavy rainfalls all the year round.

Soils. Soils on the territory of Devin municipality
are mainly brown forest, medium- eroded, and poor in humus.
Mineral resources. Devin municipality is rich in mineral springs:
- Thermal mineral springs "Bedenski bani" -
public state property. Recognized exploitation recourses - 10,35
l/s by order No. 567/09.08.2001 of the Ministry of environment
and waters. The water issues with temperature of 73,5-76 degrees
centigrade and it is hydro-carbonate-sulphate-sodium with increased
content of carbon dioxide (about 204 mg/l) and mineralization
of 1,7-1,8 g/l.
- Thermal mineral springs "Devin". The water
temperature is 37-45 degrees centigrade and recognized exploitation
recourses - 12,93 l/s by order No. 264/27.04.2001 of the Ministry
of environment and waters.
- Thermal mineral springs "Mihalkovo" - public
state springs. Recognized exploitation recourses - 2,8 l/s.
Water springs with temperature of 16-26î Ñ.
- Thermal mineral springs "Nastan-1" - public
municipal property. Drilling depth is 770 m., capacity of 1,8
l/s., temperature of 37 degrees centigrade. The water is hydro
carbonate-sulphate-sodium sulfate. Certificate No. 73/26.07.2002
of the Ministry of healthcare.
- Thermal mineral springs "Nastan-2" - public
municipal property. Certified with Certificate No. 81/14.07.2003
of the Ministry of healthcare. Drilling depth: 610 m., temperature:
18 degrees centigrade, and capacity of 0,014 l/s.
- Thermal mineral springs "Baruten izvor"- Devin.
Certificate No. 83/20.11.2003 of the Ministry of healthcare.
Capacity 0,150 l/s., temperature 16 degrees centigrade , hydro
carbonate-sulphate-sodium, mineralization 0,2 g/l and F1 mg/l.
According to the specific features, the mineral water is suitable
for drinking, external and inhalation application. It cures
stomach-intestine, bilious-liver, kidney-urology, endocrine,
locomotory system, sexual, respiratory and heart diseases.
TRANSPORT.
Because of its landscape, you can reach the Devin municipality
using only wheel- vehicles. The nearest railway station is 56-km
away (Krichim station).
ECONOMY. The major economic branch in Devin municipality
is industry. The basic fields of economy are wood processing,
light industry, food, wine and tobacco industry, and machine
building and electro-technical industry.
AGRICULTURE. Plant growing. Potatoes, strawberries, raspberries,
medicianl and essential plants are grown in the region.
Stock breeding. Stock breeding in Devin municipality
is steadily decreasing. Animals are bred to meet mainly the
domestics needs, because of lack of market for the products
and the low purchasing price. The domestic animals were cows
(1 450), pigs (37), sheep (4 521), goats (1 010), beehives (1002),
as of January 1st 2005
INFRASTRUCTURE
Transport infrastructure. The category of the
constructed road network in the municipality is of low category:
forth-class (98,3 km) and third class (76,7 km). There is no
first- or second- class road. The density of the road net is
0,304 km/sq. km.
Water-supply. The water supply network on the
territory of the municipality is 112 km, 23 km of which are
steel pipes, and 63 km are of asbestos-cement and stone. The
inner water supply pipeline is 63 km long.
In the majority of the settlements there are sewerage systems,
but not collectors that lay the wastewater to the water treatment
plants. On the territory of the municipality there are no water
treatment plants.
Electric transmission network. The technical condition
of the electricity system is comparatively good and it can take
higher loading. It is necessary to reconstruct some parts of
the network inside/between the villages (changing the electricity
pylons of wood, and building new additional kiosk switchgears).
Communications. The lines of communication are
in good condition. The telephone density is 38,3 TP per 100
citizens and is above the average in the country. Except for
the villages of Churekovo and Osikovo, all the settlements in
the municipality have telephone connection, included into the
national network of direct dialling. There is possibility for
re-structuring and enlarging the telephone network, as well
as laying of digital telephone line into operation. All mobile
operators cover the region.
Waste management. Waste has been collected at
a depot in the municipality (the Krastets place) since 1975,
but it doesn't meet the requirements and for this reason will
be closed soon. Regional depot for hard household waste is planned
to open in the village of Barutin, 45 km away from the existing
depot. The municipalities of Devin, Borino, Dospat, and Satovcha
will use the new depot.
Sport infrastructure. On the territory of the
municipality there are sport fittings like the stadium with
field-and-track path, sport playground "Summer Theatre"
in Devin, multi-functional playground of Devin, playgrounds
in the villages of Breze and Mihalkovo, swimming pool in Devin,
open pool in Struilitsa (in Devin).
HEALTHCARE. 8 GPs and 17 dentist practices take the long-term
health care, which signed contracts with the Regional Health
Insurance Fund - Smolyan for working within the National frame
contract. The population from all settlements in the municipality
is taken care of.
The Medical center-1 EOOD - Devin provides the outdoor hospital
cares. There are 7 consulting rooms working by contract with
NHIF.
The Multiprofile Hospital for Active Treatment in Devin provides
the hospitalization. It has the statute of a regional hospital
and attends to the population in the municipalities of Devin,
Borino and Dospat.
EDUCATION. 6 kindergartens, 11 primary schools, 1 secondary
school, children's complex and students' hostel are municipal.
In the primary schools there are 4 half-day children groups.
TOURISM. The most developing and prosperous branch of
the local economy is the resort-tourism activity. Devin municipality
has recourses and potential for developing various forms of
modern tourism (e.g. ecological, rural, hunting, fishing, archaeological,
cultural, remedial, and spa). The combination of beautiful,
virgin nature, varied relief, healing climate, curative mineral
springs, rich flora and fauna, many natural and cultural sites
are important prerequisite for tourism development.
HISTORICAL AND CULTURAL HERITAGE. Devin municipality
has rich cultural and historical heritage. The Thracian tribes
from the end of the bronze epoch (14th century B.C.) inhabited
the Devin region till the late antiquity (V² century A.D.).
Archaeological monuments from the Thracian epoch (Thracian hills
and sanctuaries, remains of settlements and fortresses in the
places as Bratata, Kolibite, Chirnovo) are scattered in the
region. Many churches and necropolis from the Slavs and proto-Bulgarians
were found there. Attractive tourist places are "Kaleto"
(fortress remains), the Kemeroviat most (the 'Kemerov Bridge')
known as a cultural monument.
The local folklore traditions and customs are preserved in the
municipality - authentic rituals like "Predoi", "Sredeloto",
"Orficheski misterii" that can be very attractive
tourist products, if they are advertised properly.
DEMOGRAPHIC DATA. The population of Devin municipality
is 14 360, in 2005. The proportion between urban and rural population
is 51:49 %. Females are more than males (1051: 1000). The average
density is 25,1 persons per sq.km, which is lower than the average
of the country. The negative natural and mechanic growth has
thinned down the population.
IMPORTANT PROJECTS IN THE MUNICIPALITY. The biggest foreign
investment on the territory of the municipality is the construction
of waterpower system "Tsankov kamak" - middle step
of the 'Dospat-Vacha' cascade. The total value of the project
is 200 million euro and the Tsankov kamak dam lake and hydroelectric
station with installed power of 85 ÌV will be built. The project
is part of the National Strategy for Energy Development till
2010. The deadline for putting it into operation is 2007.
On the territory of the municipality the following projects
for improvement of the infrastructure and increasing the tourist
attractiveness of settlements: NP "From social aid to jobs
creation" (financed by MLSP), "Improvement of the
system for collection and transport of household waste on the
territory of Devin municipality" (financed by MEW), "Construction
of water-supply and drainage network in the quarter of Visoka
zona in the village of Mihalkovo (financed by SIF) are implemented.
